Cher Stone called the meeting to order.
Leslie Thorson moved to approve the minutes from the November 9, 1998 board meeting and December 13, 1998 and March 8, 1999 conference calls. Cher Stone seconded the motion, motion carried.
ENDORSEMENT APPLICANT
Lt Col Monty Valentine spoke to the board regarding his barber endorsement application from the state of Kansas. Mr. Valentine did receive 1700 hours of training, but did not receive any practical experience in the use of chemical services as required in Idaho law.
Leslie Thorson moved to accept Mr. Valentine’s 1700 hours of training and require him to take the chemical waving, hair lightening/hair coloring and chemical relaxing portions of the National Examination at the November 8, 1999 examination. A work permit will be issued to expire when the results are known. Cher Stone seconded the motion, motion carried.
RULE CHANGES
The board discussed following temporary rule changes.
Leslie moved the following:
to change 250.02 to read: "The board will accept any test approved by the United States Department of Education for the purpose of determining equivalent tenth grade education."
to change 500.11d to read: "Each barber college shall require attendance in all subjects. No patron shall be released from a chair after being served by a student until all the work performed by the student has been thoroughly inspected and approved by an instructor."
to change 500.12a to read: "Schools shall maintain monthly records of training."
to change 500.12b – deleted.
to change 500.12c to read: "The aforementioned records to be signed and dated by the student and instructor and be made available for inspection at any time. The school shall maintain these records for a period of two years."
to change 500.12d to read: "The information shown on the monthly record forms is to be transferred to Form Bar-41, Student Record of Instruction, to be filed with the board.
to change 500.12g to read: "When a student’s course of training at a school has been completed or terminated, the completed operations, number of classroom hours and practical training are to be totaled by the school on the Record of Instruction Form. This form is to be filed with the board by the school within thirty (30) days of the completion or termination of training or a letter of explanation filed with the board by the school as to why student’s hours are not verified by the school, together with the student permit."
Cher Stone seconded the motion, motion carried.
Leslie Thorson moved the above to be temporary rule changes, which will go into immediate effect. Cher Stone seconded the motion, motion carried.
WORK PERMIT EXTENSION
Leslie Thorson moved to extend Veronica Eremia’s work permit for the November Boards. This will be the only extension the Board will approve. Cher Stone seconded the motion, motion carried.
FINANCE REPORT
Budd Hetrick presented the finance report to the board, which indicates a balance of $49,440.83. Mr. Hetrick also presented the Board Budget Request form for fiscal year 2001.
INVESTIGATIVE REPORT
The investigative report indicated only one complaint has been received and is under investigation.
REVISED APPLICATIONS
Budd Hetrick presented the board with a revised barber student registration application and an application for licensure. Leslie Thorson moved to accept these applications.
Cher Stone seconded the motion, motion carried.
BARBER CONVENTION
Cher Stone asked that Leslie Thorson attend the Barber Convention, which will be September 19 th – 23 rd at Las Vegas, Nevada.

BOARD MEETING
The next barber board meeting and examination is scheduled for November 8, 1999.
There will be an examination workshop on Sunday November 7 th and workshop to work on rules November 9 th .
The meeting adjourned at 3:40 p.m. on July 12, 1999.
