Idaho State Board of Barber Examiners
Minutes of March 8, 1999

The Idaho Barber Board held a conference call on March 8, 1999. Those present were
Cher Stone, Chair; Gary Wirsching, Vice Chair; Leslie Thorson, Secretary; Budd
Hetrick, Deputy Bureau Chief and Marilyn London, Bureau Secretary.
The Board discussed having two board members attend the Fall National Convention.
Budd Hetrick advised the board that they have currently overspent their travel budget. A review with the Bureau accountant confirmed that funds were not available to allow more than one member to attend this meeting. A Board budget request has been submitted to increase the travel budget for fiscal year 2001.
Cher Stone asked about the possibility of raising the Barber Per Diem from $35.00 a day to $50.00 a day. Per Diem for Board members is set by Idaho Code as follows:
54-521.4. The board and all assistants shall be compensated as provided by section 59-509(g), Idaho Code.
59-509. HONORARIUMS OR COMPENSTION FOR MEMBERS OF BOARDS, COMMISSIONS AND COUNCILS. The members of part-time boards, commissions or councils shall receive for each day spent in the actual performance of duties, an honorarium, compensation, or expenses, as provided in the following schedule:
(g) Members shall receive the sum of thirty-five dollars ($35.00) per day, and shall be reimbursed for actual and necessary expenses, subject to the limits provided in section 67-2008, Idaho Code.
An increase to $50.00 per day would require legislation changing 54-521.4 to read "as provided by section 59-509(h)," which is $50.00 instead of $35.00.
The Board will be using the Barber National Examination at the next scheduled examination July 12, 1999. Cher Stone learned at the training session that the shaving portion of the examination can be given without the examinee using a blade in the razor.
This is to help prevent blood spills. Leslie Thorson moved not to use the blade in the razor at this next examination. Gary Wirsching seconded the motion, motion carried.
The applicants will be notified of this change prior to the examination.
The Board reviewed an application from Ronald Gailey. Mr. Gailey was licensed in Idaho in 1973 through endorsement from Utah and his license was cancelled in 1982.
The Board would like more information on Mr. Gailey’s work history and if he has held any other barber licenses from the last few years. Once this information is received the board may consider reinstating his Idaho license.
The Board would like the
renewal forms to request from the licensee any barber training they have taken
in the last year. This
information is for the board’s review only and will not affect the renewal of
their license. Continuing education
is a requirement for the barber instructors only.
