MINUTES
OF May 5, 2000

Meeting called to order
at 9:00 a.m.
Moved by Mr. Nelson that
the minutes of 2/11/00 meeting be approved as completed.
Seconded by Mr. Bevans, carried.
Mr. Giltzow welcomed
Nicholas Latham to the Board. He
was appointed by Governor Kempthorne to replace Jim McLaughlin.
Mr. Limbaugh went over
the financial report with the Board. Due
to the Board being financially sound Mr. Hudson made a motion to reduce the
renewal fee for the upcoming renewal period to $50.00.
Seconded by Mr. Cole, carried.
Mr. Kersey distributed
the investigative report.
Moved by Mr. Nelson that
Board go into executive session to discuss disciplinary matters.
Seconded by Mr. Bevans, carried.
Moved by Mr. Hudson that
Board come out of executive session. Seconded
by Mr. Bevans, carried.
Moved by Mr. Cole that the Board accept the recommendations of the prosecutor on each investigation listed with the following exceptions:
ARC-L1-03-99-012. The Board is to approve the cease and desist letter that will be sent to the respondent, and a copy of said letter is to be sent to the Twin Falls Building Department.
ARC-L1-03-99-012 the
Board suggested that respondent be sent a letter stating that commercial design
falls under to architectural licensure act and they could be in violation.
Seconded by Mr. Nelson. Carried.
Moved by Mr. Cole that
Mr. Giltzow make contact with the
Twin Falls building department in follow up to letter.
Seconded by Mr. Bevans, carried.
Discussion was held on
the ways to identify an “architectural intern” and stay within the Architect
Law. Moved by Mr. Nelson that the
Board pursue a law change for addressing “architectural intern.” The law should note that a person who is currently employed
under the responsible control of an architect, and who maintains an NCARB Record
in good standing, may use the title “architectural intern” in conjunction
with his or her current employment. Said
person may not engage in the practice of architecture except to the extent
permitted by other provisions in the chapter.
Seconded by Mr. Latham, carried.
Moved by Mr. Nelson that
the Board and Mr. Limbaugh be reimbursed mileage, meals, lodging, and the use of
a rental car if necessary while attending the Board Meeting in Sun Valley,
September 21, 2000. Seconded by Mr.
Cole, carried.
Mr. Nelson gave a report
on the status of the Interior Architect Design degree from University of Idaho. The staff at U of I is very aware of the Board ‘s concern
and it will look into deleting the word “architectural” from the interior
design program. Final approval will
need to come from the Dept of Education.
Moved by Mr. Nelson that
legal counsel prepare draft legislation for electronic stamping using the
language from the engineers law as a guide.
Seconded by Mr. Bevans, carried.
Mr. Hudson submitted a
report on his research of standards to be used for review of applicants with
experience in lieu of a professional degree.
Moved by Mr. Nelson that the standards submitted be approved as draft
rules for Mr. Hales to finalize. Seconded
by Mr. Cole, carried.
Moved by Mr. Nelson to go
into executive session to discuss potential litigation.
Seconded by Mr. Bevans, carried.
Moved by Mr. Nelson to
come out of executive session. Seconded
by Mr. Hudson, carried.
Mr. Giltzow will begin
gathering material for an annual report that he hopes to have out by September
of this year.
Break for lunch until
1:00 p.m.
Moved by Mr. Bevans that
the newly designed wall certificates be approved as submitted and be sent to
production with the foil state seal in place.
Seconded by Mr. Latham, carried.
